I had the same issue yesterday but solved it. RPi boots, shows some lines and started Emulation Station when it reboots automatically. There's also the undervolt rainbow logo on the top right. I solved it by swapping PSU.

If you read the reports then you know LED shouldn't effect it. It's not a big issue
