Public Bank loan 55k for 9 years, 3.42%, Pug 308 THP

But there's a question:
1. My SA says the banker wants me to pay a HP Life which cost RM394.90 and it is a COMPULSARY fees, my SA says those who buy a used car and loan below 60k will have to pay this, is that true? and is the fees existing in public bank hire purchase?
2. And also a RM10 for activating auto debit acc, is this also a MUST to apply?
