IMO it depends on who's working at your area. I suggest calling and making a official complaint, then make sure you followup your complaint. Call them again after some time and ask them what action did they take to rectify.
I'm lucky that I've had really good delivery people at my areas (both before and after I've moved house). Those who can recognize me one often make my life a lot simpler by calling me with their personal hp when I'm not around to see whether they can toss the parcel into the house or not, and a couple of times when I was out for a while, and my parcel has fragile items, they will finish their round and come back again in the evening when I'm back at home d, just to personally deliver my parcels.
