My guess is the first one should only consist of Alphabets, while the second one allows you to input characters, unicode, numerical.
This might be for displaying the names accurately, as some "aliases" use a combination of all the above

Just notice that Package of Miku racing from Nico nico and GSC are different... Nico nico got 4 package and GSC only got 2...

Niconico's minimum package is 7kJPY, and I think they don't have to pay for shipping.
