If you are using apex v5 kernel no need to tamper his voltage settings. Is already low enough. You can choose to oc it to 1350 mhz no problem. Leave the lowest cpu as default
Setup profiles according to your own wishes n monitor yourself. No one can tell you which is best as everyone use their phone differently
Refer www.setcpu.com to understand more
Remember do a nandroid backup first before tinkering with setcpu just in case you screwed up
