I believe the move is coming from business POV. Between the hardcore people and casual players, casuals definitely is the bigger portion on the playerbase. It's not surprise for Blizz to take such a move to take care the bigger portion of their income. At least they provide the option of turning hte buff off for those who think they did not need such tweak.
