With that tight budget and his age, Life Insurers are definately out of the question. The only way he can get medical insurance is through General Insurers. Some examples of plans that I found are listed below, with their premiums for age 38 in brackets:Thank you.

There might be more out there, just keep looking. Also, make sure that you find out whether the plans are cashless admission plans or "pay first, reimburse later" plans. Hope that helps in your search.
