Cannot ,as tng and ic are using dfferent technology. Tng n ic is using rfid with smartcard chip, so it can give info only to the reader that have the api and key to decrypt all information provided in the card.

Nfc is a near field communication tech that almost the same as bluetooth but it can be paired without u need to key in the pin.

So both have different api and different method to communicate.
*
actually it can read but can't decrypt the tng information...you will get all the information stored but in code la...

It is advisable to wipe cache partition and dalvik cache even when flash kernel. It only takes a few seconds. No harm doing it. Cleaning these does not do any harm
Flashing other mods not necessary

The Dalvik cache is a place where the Android OS re-compiles the executable programs the first time to optimize them. It only needs to do it once which explains the "cache" part -- unless you make a major change like replace the kernel. If you do that, you want to manually clear the Dalvik cache to force Android to recompile the apps for the the new kernel.

I also believe the main data Cache is used by the Android OS at runtime to write temporary files for specific reasons. You want to clear this out when you try a new ROM so it doesn't re-used that cached data.

Manually cleaning both caches out allows the new ROM to be installed in a "cleaner" environment.

Just look at what you want to flash. Example you flash a rom than you want to flash a mod of its theme . In such a case , it is better to flash rom reboot than flash the mod. If you are flashing something on top of the rom which doesn't have it than you can flash it simultaneously example flashing gapps immediately after you flash Milestone 3 rom. There is no fix rule - use your common sense. Know what you are flashing. If you don't know or unsure, safest is to flash it individually after a reboot

Baseband is your phone radio/modem > It controls your phone signals, data reception etc
No need to upgrade if you are happy with it. Upgarde only if you consistently faced line blacKouts, difficulty in getting internet connection on 3 G. But before you change , analyse your problem first over few days to ensure it is not telco issue. Or try it with another telco simcard
