QUOTE(cocoscrapy @ Feb 16 2012, 08:31 AM) Hi all,im planning to get the iphone 4s outright, however my maxis line is not under my sisters. Can i still get the iphone without the presence of my sister? If you are the supplementary, your sister needs to be there with you.

Yes, you need to bring the principal line (owner/your sister) together with you. But I don't think you can buy it outright, you need to buy it with a plan if you're getting it through telco.
