Correction the maxis line is actually under my sisters name,it's a primary line.She still need to follow me eventough im getting it outright?

Yes, you need to bring the principal line (owner/your sister) together with you. But I don't think you can buy it outright, you need to buy it with a plan if you're getting it through telco.
