As @mintgadget said, if you stream it locally (i.e. within the same wireless network), it's not affected by your upload bandwidth. It will however be affected by the strength of your wifi signal, don't assume your wifi always run at its max speed. Also, it's affected by the specs of your plex media server - how fast your contents can be transcoded. You can check it by enable the server log.
