Sometimes, no matter how hard I hit it it doesn't rise. may need to replace that particular meter cluster (not sure if its the whole thing or like iswara separated into 3 sections) personally, if you hit it and it works, just use that, because replacing is at least 100-200+ lol (hitting it is free)
