likely the upper floor retail would only struggling to survive if managed to rent to those service providers or those big chinese restaurants at a very much cheaper rent. or unless the land provision for the development is huge enough allowing for a better mall design in term of helping to draw more human traffic from floor to floor with each shop fronting the main walkway.
