Happened once in my university. They we're playing full 90 minutes, and then move on to 2 extra time. By the time they play the penalty shootout, its already 7pm, so its getting dark. Also, the drizzling rain was turning into a heavy downpour. In the end, the winner was decided by a coin toss.
