I believe Q numbers will be given out according to the amount of time and number of counters..example:
Sale Period: 12am - 3am (3hrs or 180minutes)
Number of Counters: 30
Lets say each customer takes about 10-minutes to settle everything..
so... Each Hour they can accommodate 180 customers (60mins / 10mins = 6 customers per counter. 6 customers x 30 counters = 180 customers)
3 hours can accommodate 540 customers. (180 customers per hour x 3 hours)
You get the idea..
