If you mean the game card that is R3, yes you can.

You can play R3 game on R1 account. But if you buy R1 DLC, mostly it won't work with R3 game due the DLC region locked. If you not plan to buy any DLC for that game, then can go with R3. If want buy DLC, better get R1 game. Another important thing, if the game come with online pass, it can redeem under same region account, R1 online pass on R1 account, R3 online pass on R3 account, and so on.

I think online smoothness not much related to R1/R3 game or R1/R3 account. Most influence by game server or your internet connection.
