Upon his arrival, the GOH was welcomed by Yang Mulia Lieutenant Colonel Mohammad Shafiee bin Haji Duraman, the Chairman of the 22nd AARM 2012.
Witnessing the 22nd Closing Ceremony were the other 9 ASEAN Chiefs of Army, who were the invited guests, ASEAN Defence Attachés/Advisers to Brunei Darussalam, as well as Royal Brunei Armed Forces’ Senior Officers. The closing ceremony took place at Gallery 1, Binturan Shooting Range, Penanjong Garrison.

Prior to the closing ceremony, the GOH and all distinguish guests were then taken to participate in the ASEAN Chiefs of Army Pistol and Carbine Novelty Shoot Competition for falling plates from a distance of 25 meters and 50 meters respectively, at Gallery 1. Six teams had participated during the match in which Team C emerged as the winner, consisting of Lieutenant Colonel Meas Sophearith (the Royal Cambodian Army); Major General Dedi Kusnadi (Indonesian Army); Brigadier General Dato’ Abd Samad bin Haji Yaakob (Malaysian Army); Colonel Steven Seng (Singapore Army) and Lieutenant General Narin Luckana (the Royal Thai Army).

The GOH together with the invited guests had also witnessed the Rifle Falling Plate Competition Final between the Indonesian Army and the Royal Thai Army. During the match, the Indonesian Army secured the first position with 21.30 seconds, while 1st runner up goes to the Royal Thai Army with 21.44 seconds.

Later on, the GOH and his ASEAN Chiefs of Army counterparts were invited to the grand stand to receive the general salute led by Yang Mulia Lieutenant Colonel Tarip bin Haji Karia, Parade Commander for the 22nd AARM.

The Indonesian Army, once again seized the 22nd AARM 2012 by winning most of the medals and trophies based on match categories, who also previously won the last AARM in Jakarta, Republic of Indonesia.

The results of the overall matches are as follow:

•    Carbine Overall Individual Championship - Sertu Habdi (Indonesian Army);
•    Machine Gun Overall Individual Championship - Serda Akbar (Indonesian Army);
•    Machine Gun Overall Team Championship - Indonesian Army;
•    Carbine Overall Team Championship - Indonesian Army;
•    Rifle Overall Individual Championship - Corporal Rodney Rizano (Philippine Army);
•    Rifle Overall Team Championship - Philippine Army;
•    Pistol Men and Ladies Overall Team Championship – Royal Thai Army;
•    Overall Individual Championship (Pistol Ladies) - MSG Rachel/Tzer Chin (Singapore Army);
•    Overall Individual Championship (Pistol Men) - 2WO Shaw Ming (Singapore Army)

The highlight of the closing ceremony was the Closing Declaration of the 22nd AARM by the GOH and lowering of AARM flag and followed by handing over of AARM flag from the Commander of RBLF to Commander-in-Chief of Myanmar Army, Lieutenant General Soe Win, who will be hosting the 23rd AARM 2013 in Myanmar.
To bless the ceremony, Doa was read by Yang Mulia Lieutenant Mohd Hishamuddin bin Haji Marzoki, the representative officer from the Royal Brunei Armed Forces Religious Department (JAMAAT RBAF).

Before leaving the GOH presented prizes to the winners in the ASEAN Chiefs of Army Pistol and Carbine Novelty Shoot Competition followed by a lunch session with all invited guests at the Gallery 1 Range Officer’s Mess.
Alhamdulillah, both 13th ASEAN Chiefs of Army Multilateral Meeting (13th ACAAM) and 2nd ASEAN Sergeant Major Annual Meeting (2nd ASMAM) also ended successfully yesterday, 15 October 2012 in the Sultanate. 
The Republic of the Union of Myanmar Army will host the next AARM, ACAAM and ASMAM in 2013.

The two RMN French-made SCORPENE submarines are alongside on the Kota Kinabalu base. Malaysia has recently announced that from early next year this base is to become the first training centre in the world for SCORPENE submarines. The training school is installed by DCI teams within the framework of this Malaysian submarine force development strategy.

The school's objectives are many:
- maintain the high qualification level of Malaysian submarine experts already trained,
- train some crewmembers as instructors,
- renew the generations of submariners who will replace each other on board the SCORPENE submarines,

Since 2003, DCI-NAVFCO accompanies the RMN for the ab initio creation of a submarine force capable of operating SCORPENE type submarines. In only 4 years and with French Navy support, DCI has managed to form and train two complete submarine crews as well as a reserve crew and an embryonic staff.

“We are delighted to continue our collaboration with the Royal Malaysian Navy by the creation of this school. It is a fascinating project to which we are fully committed alongside Malaysia with a common will to succeed,” declares Admiral François DUPONT, Executive Vice-President of DCI-NAVFCO.

The Philippines will buy five patrol boats from France for about 90 million euros ($116 million), partly to guard disputed areas in the South China Sea, the coastguard said Tuesday.

Rear Admiral Luis Tuason, the chief of the poorly-equipped coastguard, said one 82-metre (271-foot) ship and four 24-metre (79-foot) patrol craft would be delivered by 2014.

Tuason cited the need for such ships to patrol the rough waters of the South China Sea, which Manila calls the West Philippine Sea.

“When we patrol the West Philippine Sea, we encounter huge waves, turbulent waters so it will be better if we will use bigger ships,” Tuason said in a statement.

Coastguard spokesman Lieutenant Commander Armand Balilo said the larger ship was a “heavy endurance vessel that can be deployed even in bad weather”.

This is the first such ship to be acquired by the coastguard, he added.

He said that the government was buying about 100 Leopard 2 MBTs, 50 Marder IFVs, seven supporting tanks — including bridge, recovery and ambulances — and tank transporters.

“We are buying Leopard 2A4 and Leopard 2 Revolution models that are already modified and have new armaments,” Sjafrie said. “We can use them as soon as they arrive.”

The armored vehicles, bought with a US$280 million foreign loan, will arrive in batches beginning at the end of this year and continue through the first half of 2014.

Indonesia is buying the MBTs from Rheinmetall rather than Krauss Maffei-Wegmann, another maker, Sjafrie said.

As for Indonesia’s indigenous defense products, Sjafrie said the Pindad’s Anoa 6x6 armored personnel carrier would be the star of the event.

He said more participants are taking part in this year’s defense expo, which is already in its fifth edition.

“We have 600 companies from 50 countries in five continents and there will be 25 country pavilions this year. Also attending
will be seven defense ministers as well as defense deputy ministers, defense officials and military chiefs,” he said.

The fifth Indo Defense Expo and Forum will be held on Nov. 7-10 at the Jakarta International Expo in Kemayoran, Central Jakarta, the event anticipates 20,000 visitors.

Three Squadrons of 12 MBTs are seen as needed to make the Mechanized infrantry units more capable in urabn and rural combat situations where the gun systems on the MBT;s can engage tagets at up 10km away. While only a proposal it may see more discussion in 2013 – but – the sources noted MBT’s if procured would likley not be used in internal security operations since most current roads and bridges would be limited to ten ton or less vehicles.

Italy already has offered to bundle purchase options for the Frigates with IFV’s and the idea is considered to be an attractive one. However, these may be for the Philippine Marines. Other AFP units looking at IFV’s are the air force for air base and facilities security in particular those with Anti-Air capabilities.

“When we receive a decision package, we will submit to the (defense) secretary the acquisition decision memorandum (ADM) and then submit the proposal to the president for approval,” he said.

“We are just waiting for the decision package from the Navy.”

Manalo said a decision package includes the terms of reference for the refurbishment of the ships, the needed training for personnel that will man the vessels, munitions and other things needed to make them operational.

“The ADM would start the procurement and would signal the implementation of the project,” he added.

Manalo said negotiations may be completed within the year and the warships may arrive in the Philippines within the term of President Aquino if the project pushes through.

“G to G (government to government) negotiations are fast,” he said.

“Even with little delay in implementation, we can still hit that before the end of 2012.”

Last August, the Department of National Defense bared plans to acquire two missile-firing warships from Italy to enhance the country’s maritime security capability.

Defense Secretary Voltaire Gazmin said the two warships would be acquired from the Italian Navy at a cost of about P11.7 billion.

The two warships have anti-aircraft, anti-ship and anti-submarine capabilities, and missile systems and modern radars, he added.

The Maestrale-class ships were commissioned in 1982 and are more capable than any of the vessels in the Navy’s inventory.

The frigates may be delivered to the Philippines in November 2013 if the government manages to sign a contract by January.

If the acquisition pushes through, the Italian warships could beef up the country’s defense posture in the West Philippine Sea.

The ships are also expected to strengthen the military’s anti-terror drive and the enforcement of maritime laws.

In an earlier interview, Manalo said Italy has expressed readiness to include the weapon systems and other vital accessories of the ships.

Last year, the Philippines acquired its first Hamilton-class cutter BRP Gregorio del Pilar from the US Coast Guard to boost its territorial defense capabilities.

Another warship acquired from the US – the BRP Ramon Alcaraz – is expected to arrive by February.

The DND initially intended to acquire a third warship from the US, but has put the plan on hold to focus on equipping the Gregorio del Pilar and Ramon Alcaraz.

Russia's Yak-130 is also a competitor in a tender for delivery of six light fighter jets to the Philippines to replace retired U.S.-built Northrop F-5A Tiger fighters.

The Yak-130 is a highly maneuverable aircraft with an extended range of about 2,000 kilometers (1,250 miles) and a maximum speed of 1,060 km/h (600 m/h) in level flight. It can carry a combat payload of up to 3,000 kilograms (6,600 pounds), consisting of a variety of Russian and Western developed weapons.

The Yak-130 has been chosen as a basic aircraft for Russian Air Force pilot training. First deliveries started in 2009.
