using 16" rims...when fetching 2-3 ppl at the rear seat...tyre will still kena the mudguard/fender? my fren says his 16" will kena sometimes when go thru bump if fetching 2-3 persons at the back

It's not the mudguard/fender. It's the oddly-placed bracket at the side of the fender.
