Yes, recently program meant already included running program.
the 'Running' that you mentioned is for those app required processes and service running in background since startup.
I had try few startup manager, the best I found is Startup Editor. but still not perfect yet. some of app manage fully disable or some app unable to disable and still running when boot. still looking for better app.
