Since it will be a budget hotel, normal tile will be good as I dont think people or your friend want to pay high maintainance cost on aminated floor...

why not just walk into some hotel and check out???
Have you see 5 star hotel using Laminated flooring in walk way? How many of 3 star hotel using laminated flooring? than you could imaging lol. and people may not take care of those flooring too |
