Can the cardholder cash out the balance in the card (and sort of terminating it)? sound like a silly question...

Let me get this straight, I can apply/register for the card for RM20 and it comes with RM20 pre-loaded and get all the complimentary items. How fast is the registration process and can I use the card on the spot or only during next purchase?
