water heater, price and quality

Anyone has idea how to check whether our home water pressure is enough or not for a water heater? I am not sure whether I need to buy a water heater with DC pump. I am staying in double storey house and the water heater gonna install at second floor.

Hi guys, I remember I read from somewhere in internet saying that tank type is safer than those traditional water heater. Is it true?
