im want to buy cloth overseas but im doesnt know how to transfer local currency to usd using paypal. can anyone help me?

If not mistaken, when you add funds or link your bank account to PayPal, it will ask which party (bank or paypal) will do the currency exchange.

When you add your credit card to it, it will auto do the conversion to the currency you want during purchase. It will calculate for you the conversion rate of each purchase before you confirm.

add maybank debit card, itt will auto calculate the cost depend on that day currency
