It looks like they sent a bunch of part time race stewards to put him on a stretcher and carry him to the ambulance. Not making a blunt accusation, but that looks like the case from the video.

Considering the serious nature of the accident, moving him without securing him or assessing his condition was a big mistake. Dropping him is unbelievable.
