It's because some people like deodexed (moddable) stock. YOU decide what to toss out and what to retain on device (through TiBu), and what themes to apply (through VillainThemes/Ninjamorph/Metamorph/Self modding).
Other roms do this for you. Or add (sometimes unneasecary) stuff (like themes or whatnot) that may be good or may cause issues. Some force modems/kernels down your throat as well - something you might or might not appreciate (VR - since 2.4 - autoinstalls Ninpo's 2.0.5 kernel. But considering it's rock solid, it's an acceptable compromise).
Thus in the past months, the only strange behaviour/FCs I've got while using VR was the result of my own modding or kernel conflicts (while testing Siyah).
Otherwise, VR for me has been rock solid stable. That's the main draw of VillainRom. A solid, moddable base to start from.
Or you can go kitchen and customise your own. Otherwise for me Touchwiz ROMs are generally the same thing, plus minus whatever that suits your (or the ROM chef's) needs.
But remember, what's thrown away might not be as easily restored, unless you're the one doing the throwing away (TiBu can keep backups of whatever you remove).
AOSP ROMs (CM7, Insanity, Oxygen/DevNull) and MIUI however, are totally different though and are not subject to this discussion.

i might be preferring odexed than deodexed for leaning toward performance.
these android terms still feel foreign to me however. speedwise, i didnt quite feel much difference with VR. but see hw the battery goes. myb i myself has managed my stock rom management quite well already
