Q1 - yes, need to. however you need to do ownership transfer via Court Letter because max can renew for deceased car only 3 years. after that cannot renew anymore-my dad passed away recently.

Q2. As before, need to transfer ownership to any relatives thru Court Letter.. i think Letter of Authorization.. so you will be the new owner and can transger the plate number if you buy other can in the future
