i recently just completed a scenario of selling off my sister's old car and changing the old number plate to new car...
sharing some complexity of my scenario
at the point of registering new car, we've already got a buyer of the old car..
so we sent the old car to puspakom for the purpose of [swap number plate]..
after that then the new car SA proceed to register new car..
initially we plan to transfer the NCD now, but when come to this point, i realize that if we terminate the old car insurance now, later how am i gonna send the old car to puspakom again (coz by right no valid insurance should not drive on the road right)...
so we then decided not to transfer the NCD first, we do it later.
then after new car registration done, old car is now under new number plate, with roadtax also.
then new scenario comes up with the old car, the situation now is that old car with new number plate actually got no valid insurance also, coz we did not change the previous policy to new number plate.. when my insurance agent asked me for the puspakom report for [swap number plate], i do not have it (probably when register new car they already submit to JPJ, i'm not sure).. im not sure is it compulsary to have the report to change policy, but then we also think that if i change the new policy now, nxt week then i need to terminate this insurance again coz it will have a new owner..
the situation now is that the old car got roadtax but no valid insurance, what am i gonna do? should i take the risk to drive to puspakom for another inspection for the purpose of [change of ownerhip]?
eventually, after considering, i decided to take the risk with the following reason 1)this car is now actually got a valid roadtax 2)try luck pray hard not to kena any accident in the journey to puspakom and back.
in the end i get a runner help to send car for puspakom inspection... fortunately, all done without any issue.. .
next is the JPJ side for old car..
this is much simpler, my sister went to JPJ with the geran, fill in the form for [change of ownership], less than 5mins done.
JPJ will give a slip for this
then, pass this slip, together with puspakom report (B5 form) and geran to the new owner.. new owner need to complete his process within 7 days. he also be responsible to settle the insurance for the old car.
after complete new owener will get a new geran, then everything settle...

hopefully can help to clear some doubt for anyone in a similar scenario.
***some addtional info***
- old and new car also register under my sister's name.
- i dont knw why JPJ will issue new roadtax for old car since we doesn't provide any insurance, but i guess this is normal case?
- the last part at JPJ, seller and buyer can go separately, only thing is must settle within 7 days. the payment to be paid when new buyer complete the process.
- for NCD, we only terminate and transfer to new car after completing the old car 2nd puspakom inspection for [change of owenership]
