That's because you called to the wrong office. You need to call the relevant government department to waive the credit card service tax. HSBC is acting as the collection agency to collect the credit card service tax for the credit cards issued by them on behalf of the government.

Technically you pay for it yourself because you still need to use your hard earned rewards points to offset it.

Because there is just no way for the bank to waive it because as many have pointed out, banks are simply the collecting agents. And no, no one has tried it, not that we know of anyway. But if you want to try to have the credit card service tax waived, then you do have to call directly to the place that the collected money will ultimately go to.
