May I know how did you pay your Majlis Bandaraya Ipoh to get this govt. rebate?

I am new comer in this governement related services rebate participate for this last month. So to ensure that I got the rebate, I called in to banks to check mcc code, my findings are:
Date Transaction MCC
27/12/16 Majlis Bandaraya P.Pinang via Payonline 4814
27/12/16 Majlis Perbandaran S.Perai via Payonline 4814
23/2/18 MyEG for Road Tax 9399
4/3/18 LHDN via byrhasil 9311
(I don't have assessment/cukai pintu payment by my own credit card 2017 and 2018 because all paid via shopee)

Just received a call from Public Bank, saying I have won a limited edition Visa backpack for using my Visa Lifestyle Debit Card. I will received the bag in 2 weeks time. Yeah!

Today received this in Public Bank account, should be "RM10 Cash Back for every Government Related Transaction with PB Debit Card", spending in March.

I have an OCBC 360 account without debit card for few years already ( to save on RM8 annually). Intially (from 201x- 2019), I cannot do instant transfer. From last year onward, I can instant transfer already. I did not do anything to enable the instant transfer. Hope this help.
