Have you upgraded your weapon? Higher levels doesn't mean you do better damage. It only applies to weapons with stat scaling so if you've invested in another stat besides what your weapon scales with, then you'll be doing shitty damage. Besides I've tested it myself without resorting to breaking my game through glitching and I'm one shotting things in Anor Londo at lvl 80+

It's a unique set meaning you can't upgrade it but it's basically the brushwood set in Demons, a very good set for tanking hits and greatsword/hammer/axe builds. The ring increases you're equip burden so you can equip heavier stuff without going over your weight limit.
