use mangle to marking upload/download packet

once u see traffic flow in marked packet then go next step create queue

either simply set priority in queue
or change bucket size ratio to 0.1/0.5, only version 6.35 is supported , before that is hardcoded to value 0.1

quite widely used in hospitality few years ago


create numerous code, add them to user manager
set expired period, and not reusable
but definitely have to modify landing page as well


try google prepaid code/card/billing might get better solution
