hi all, im having problem with firewall filter setting

im planning to restriction users for access several IPs (public IP) so im implement this:

but its no effect at all, all users still can access the IP, is there any wrong in my settings?

i have the problem with my bandwidth management setting if using web proxy

the problem is when i enable the web proxy (mikrotik built in) seem the bandwidth setting not working, user can get full speed when downloading, but when the web proxy disable, user speed capped perfectly

this is my settings:
