if OWNER dont want to settle this things for u guys , I dunno wat to say..just tell ur owner , set a new price tat include the eletricity and water ..lets say rm1.1k for master room with water and electric , use as much as u can ..the bad thing is u have to pay more than u divide among all. but the best things is everyone need to pay for the same
