It's just a common thing, there are lots of secondary Kamen Rider that doesn't have a single upgrade given.
- The rest of 11 Kamen Riders in Ryuki
- Kaixa and Delta in Faiz
- Leangle in Blade
- Ibuki, Zanki, Todoroki and Sabaki in Hibiki
- The rest of 5 riders in Kabuto
- Saga in Kiva
- Arc and Rey in Kiva movies
- Kivala in Decade/W movie
- The rest of Showa era riders except Stronger and Black RX

Seems Fourze and Gobusters is trying to stop both side from fighting..

I guess this movie isn't direct sequel from both Decade tv series and Gokaiger tv series or any movies.

The movie marks the return of Masahiro Inoue, Decade who once again will be leading Great Shocker after Doctor G(Kamen Rider V3) went out to recruit various Kamen Riders for Great Shocker and Decade became their leader! But the biggest surprise of all is that various monsters previously defeated by the Super Sentai’s are suddenly revived, and Gokai Red forms Great Zangyack together with them! The main title reads “Have the heroes of justice become leaders of evil armies!?”

Other images show a fight between Decade and the new Sentai team, Go-Busters. Various other villians are set to appear as pictured, Walz and Ackdos Gil(Gokaiger), Chimatsuri Dokoku(Shinkenger) and Brajira(Goseiger just how many times has he come back now?). Zangyack also send a fleet to attack Amanogawa High School from Kamen Rider Fourze.

The two groups line up in what could be a giant battle ranging from Aka Ranger(Go Ranger) to Kamen Rider Double. Sensing that the earth is in danger, the Gobusters head out to fight Decade with excellent Team Play! Kamen Rider Fourze and The Go-Busters become friends and team up to work together. Even though the image is cut off slightly, it seems Fourze Eletric State is fighting Gokai Red.

A blue Ninja then turn into invisible magician and later villain. Hmm... nice.

Of course, they have to cut cost on certain things..
Since earlier episode are only fillers and doesn't pain even if they do so.
They don't have to remold the whole things, repaint and do some small amendment to suit is definitely cheaper.
