does it mean you only have blacks screen ,no taskbar,only mouse hovering?

or you just cant login at all?

try booting on safemode with comman prompt

and run sfc/scannow

thats what im thinking.. SFC usually used to repair any corrupted startup file.. in this case if SFC also fail to analyze which file has been corrupted.. u need to back up and format
