I think Wenger is fully clear on Everton's situation and not willing to be held ransom.

Moyes doesn't really care how much the transfer worth as losing Arteta at this very last minute could spell disaster for them. But the thing is, the bankers are monitoring the deal, possibly on the same table where the negotiating is working on

that is certainly most likely... just like Portsmouth just before they go into admins. haih... hate when that happens to a club. hopefully everton can fight on.
