Clock speed.
If you wanted to OC, tune up your clock speed.
Then slightly tune up your memory clock.
Be prepared though, you will get BSOD because of instability.

You will need to tune it for few times until you get the right clock.

Yeah lah, the chip itself you only compare clock speed etc when you have the same model, like GTX 570 and GTX 570.
VRAM is the bandwith, if you going for multi-monitor, then the higher the better.

you judge a GPU by it's model(GTX 560 Ti, GTX 570, GTX 580), not the card's specification, that one later.

but some people just wanna get their FPS up by 4-6 or maybe more
with the same card then why not tune it up

Since the HD6770 is the replacement for the HD5770 , and with your low resolution monitor , i think can play medium , dunno on high though...
Other than that , your rig is ready.

You already purchased it or you planning to purchase that rig?
I wouldn't recommend to take AMD processor, get Intel i5 2500k

Best low price (in Intel family) quad core processor.

Planning to buy, but i dont have much to spend around 1.5k a brand new rig (while the 6770 and PSU use back)
