If really want hard to bend, double 1x1 SHS frame (weld together become 2x1 like a number 8) and stuff 10mm rebar inside. why so overengineered?

Because criminals also use car jack to break the grille bars, don't make the voids too big, then the hydraulic jack cannot fit.
Manual scissor jack will fit everywhere but require more effort.
