Hmm,up 2u lar, but I've tried both before..
Better put in new/better TIM, can get 1-2C improvement esp. if the old one hardened/dried already...

depend on you. if you think your temp still acceptable, then no need change.

last time my gc always cause auto shutdown when overheating, then after changing new thermal paste paste, temp drop significantly

not really needed since ur gc is still new. thermal paste usually takes long time to dry/finish. and its not preferable to put that much thermal paste on the surface.just leave it right there. even if u put thermal paste they wont be any different for time being.at least wait for 1/2 year than only u can notice a bit

its always better to replace a new after u open it.. each time u open, it will exposed to air and get some bubble in the TIM, thus reduce some performance (not significant).. It is jus recommended but not must though
