Actually it's not much related to the blu-ray though.
Developing games on PS3 is more tedious than doing the same on Xbox360. Some may say due the the PPE / SPE approach which is harder to code, it's not as easy as it's on PC and even Xbox360, of which is using the same generation of PPC processor with Cell.
That's why you can only see nice looking games on PS3 are mostly by first-party studios or the ones with connections with them (Naughty Dog Studios, etc.). And another reason is due to the fact that they are only focusing development on one console, just like how Xbox360 exclusives looks mighty fine too.
btw on the spec side, xbox360 got another trick under it's sleeve, with eDRAM integrated on its GPU package as frame buffer, a feature not seen on PS3's RSX aside from the one's connected just like on the Xbox360.
So what you should see is there are parts of processing which is better on PS3 while there are other parts better on Xbox360. In optimal cases overall it should be better on PS3, but in usual cases there isn't any much difference. And due to the development taking toll in time and resources, most multiplatform games will look much better on Xbox360 anyway. But yeah, some games are too big that necessitates them to be on multiple discs. Some may find that cumbersome, some may take it just fine.
But of course the games sure look better on PC. PC with newer GPU of course.
