Try OCBC. Their min requirement is 36k pa for titanium but then again, anything is possible. Do u have any loans / FD with any banks? if yes, you can try applying with them- it might be easier for them to approve since it is not a new risk , provided you are a good paymaster. Try re-appealing for citibank, sometimes it works.2.free annual lifetime fee:yes or minimum swipe

I'm looking for CC that allows the credit to be converted into 'personal loan' at a good deal.
eg. Maybankard Ezcash can convert 90 percent of credit limit to cash (deposited into Maybank account) at a one time interest of 3.88 percent. After that only need to pay back instalment for six months, interest free.

In a way, this is a cheaper way of getting 'personal loan' compared to the normal ones which interest is much higher per annum. Are there any other credit cards that provide this service and is as good as or better than Maybank? Please advise.
Are you referring to a CCBT? yes, many cc has ccbt/loan system.however, most banks only allow you to apply for it >6 months and it is subjected to approval.eg. And also, nothing is interest free if you actually take into account of the "processing fees"
