someone ought to seriously question the architect and/or engineer for certifying these stages when the building is nowhere near finish.
these are usually gimmicks to recoup upfront cashflow.
imagine claiming billings for the units which only entitles the developer to claim % of the unit only versus claims such as severage, road and drain serving the said development.
the first is claiming against 1 or few units.
the latter is claiming the entire development at one go.

why would a developer or contractor be foolish enough to construct the infrastructure first when it is not in use until much much later?
