its not charging and loose , most probably you didn't attach it properly..
the three pin and adapter must be attach/push in and upward until you hear a loud "click"...
then, its good to go.

2 to 3 seconds ?
feels more like 5 - 6 seconds to me....

try holding the power button until the logo comes out,
or, alternatively, just plug the power cord to your unit, and charge it,
it will auto on by itself.

if both fail, only then, its confirm that something is wrong with your unit.
