No need to close.
That is the Recent Apps bar - if you press Back from the app, it will close. However it will stay in memory because you are more likely to switch back to the app.
Android will only remove an app from memory when it needs to, usually when its memory is full.
There is no point in clearing all apps from memory, because you will just be using battery - especially so if the app has a service, so when you clear the app, it will come back, using battery power to respawn.
So don't use task killers, they are useless!
Note that having an app dormant in memory does not suck battery. Killing an app (and then having it respawn) sucks battery.
Some other apps which are dormant in memory include the Launcher and the Keyboard. If you go from one app to another (through Share) many, many times, through different apps, you may be able to push the Launcher off memory - so when you press Home, it lags a bit because it is trying to respawn Launcher out of nothing.
