Proper spec for ceiling emulsion paint is 1 coat sealer + 2 coats emulsion paint.

If no peeling, no need to remove. Can just do some minor surface preparation like light sanding.

Normally i wouldn't take that long la. The time to dry up depend on condition, a normal internal plastered wall take a bout 2 weeks to dry till a paint-able condition. External wall which subject to rain, or a water tank wall might take slightly longer to dry up.
In fact, as long as the moisture content is lower than 14%, it is good to go with painting.
Whether the wall dry or not, i still recommend you put a proper paint with proper system.

P/S: The moisture content of a wall can be measured by a Protimeter.
