They are just merely FILE HOSTING sites for God's sake.
It's the account holders who share their links to pirated contents over the net to the public that they should be going after.
The legality of these sites is no different from having email accounts, cloud storage and collaborative sharing.
If they are serious, then go after those who upload and share the links openly on blogs, etc..Not these sites. They are just offering "content hosting and storage" purposes.

Even the US, Singapore and many developed countries don't ban the access to this sites.It's like telling people that they can't upload their personal stuff to their email accounts and cloud storage. Things only get illegal when they start sharing the links to their uploaded content for the public.

Oh and touching the legality of VPN, how come they are not going after these VPN services as well? They are banning file hosting sites on the basis that they are illegal so encrypted tunneling is just a mean to circumvent it. So why they pretend they don't know?

How about banning other storage sites such as Microsoft SkyDrive, Amazon Cloud, Apple's iCloud?
Ban the use of emails with large inbox sizes because friends are sending me files and sharing their private content with me such as photo albums, work documents, etc. You dare claim that you have the right to see them too? On what basis? That's over the line of individual privacy.
