Yes, you can purchase stuff from Canada eshop using local credit card.
Just google and put any address will do.
But different state get taxed at different rate.
I set mine to Alberta, 5% tax

Canadian dollar at RM 2.95 rate now wo.
If compare US and Canada eshop,
example, Mario Kart 8 digital version,

US eshop = USD 60 + 0% tax = RM 217.00

Canada eshop = CAN 65 + 5% tax = CAN 68.25 = RM 199.70

Some more, by using credit card, u can pay exact amount USD 60 instead of purchase USD 100 gamecard.
