Mine is US and it works fine with a normal travel adapter. But I still use my already available step down since I got it with my Wii U.
I've tried with a normal travel adapter and it works just fine though. But if you are scared it might broke or something better to get a step down.

Wii U can be played on SD TV. The Nintendo Wii U will support the following resolutions: 1080p, 1080i, 720p, 480p and 480i. The cables which are compatible with the Wii U are HDMI, Wii D-Terminal, Wii Component Video, Wii RGB, Wii S-Video Stereo AV and Wii AV. If your TV supports one of the cables listed it will be compatible with the Nintendo Wii U.

Sure extra protection for your gamepad. I've been using my gamepad without any SP or anything but I'm gonna get some soon.
One would be alright. But for Wiimotes maybe you need a few if you wanna play with friends and family in games such as Wii Party U, Nintendoland and others.
Not quite sure but I would think it should work regarding the battery, better google a bit on that one.

Normal Wii U deluxe is a bit hard to find but Zelda bundle has a lot of stock though.
RM1150 Zelda Bundle + 180 for 3D World + (3 x RM150) for 3 Wiimote+ = RM1780.
Quite expensive since you need 3 wiimote... but if you have older controllers it works too.
Super Mario 3D World works with a bunch of controllers. You can use various options like the GamePad, Classic Controller Pro, Wiimote/nunchuck setup and the Wii Classic Controller as well.

What on discounts? The console and others? Nintendo stuff hardly goes on discounts.
Games and everything rarely drop in price so does their official controllers and etc.
2nd hand games for some can become super expensive in a long run since they are out of prints and etc.
The only thing that did go down so far are the Wii U console which I think won't go down for at least another year.

Nah never did both. I charge my gamepad using usb now instead of the adapter.. lost mine lol..
I have used it on several occasions when I forgot my converter when balik kampung. Either way is fine for me at least.
To be safe and if you are scared get the step-down converter.

Yeah those type, I import mine from japan though with a couple of other Wii U accessories.
Those USB charge a bit slow on Wii U though at least for mine.
I usually charge it using my desktop though since it's just right next to it and it seems a lot faster.

Get the Wii U. It is more family oriented. Nintendo games are a lot better when it comes to family fun time.
Games like Wii Party U, Nintendoland, Mario 3D World, New Super Mario Bros.U and Luigi U are super fun to be played with around 4 people in localplay.

This one doesn't require such adapter because it is a Singapore set. Probably comes with a local adapter.
It also has 1 year Maxsoft Singapore warranty.

That one is for EU not North America.. There is only Pikmin 3, Wind Waker HD, NSMBU and Wii Party U for NA.
