It's what I'm currently doing, using the top floor for storage purpose and laundry hang drying. The 3rd floor which is also the top floor only consist of masterbedroom, but due to the temperature during daytime is too high, it's not an idea place to make it a bedroom since I'm currently renting and no air conditioner is installed.
