According to my experience with CIMB, if the cardmember requested the upgrade, the cardmember is to bear the GST; on the other hand, if the bank offered the upgrade, the bank will absorb.

that is because we prepaid users make calls at the rate 36sen/minute, yours is 10-15sen/minute.
