The literary works revenue that you have indicated in that example of yours is actually referring to royalties. So unless you are deriving royalties from your online published articles, the answer would be no. If you are already being taxed by the publisher in the US (as a result of taxation by proxy), then they would already have borne the losses on their end - no need to pay on your end.
